North American Development Bank (NADBank) and the City of Donna, TX

Challenge 
The City of Donna, TX needed to identify the required steps or process needed to transition from contract water and wastewater utility system to public operation. The city needed to better understand its ability to administer and execute the $22 million dollar construction proposal as well as sustainability thereafter for the community. An assessment was needed to justify NADBank funding and the cities capabilities. The needed infrastructure had to provide low cost water to an economically sensitive border area.

Solution
The City of Donna, TX contracted with our capable team to complete a Management Study. The decision to undertake this project needed to be reviewed with both short-term required elements of the city and longer-term planning of city goals and Objectives. 

Benefits/Outcome
Our team provided a detailed proposal containing specific task elements necessary to objectively evaluate the process and costs associated with the proposed public operation of the water and wastewater utility system as well as alternatives. Additional options included public-private partnership and re-evaluation of the current contract operation arrangement. The final evaluation gave Donna, TX the confidence to pursue the public operation and gave NADBank assurance in funding the $22 million dollar project.
