Challenge
The El Paso Water Utilities Public Safety Board is the largest provider of water and wastewater services in the El Paso region. Many challenges arise from such responsibility. Rising water demands, location limits on infrastructure, balance of customer needs, providing low cost quality water in an arid region, as well as strategizing for future long term requirements were all obstacles that needed to be addressed.
Solution
Ed Archuleta is President/CEO of El Paso Water Utilities (EPWU) and is responsible for all aspects of the greater metropolitan area's water, wastewater, and storm water. His forward thinking led to a request by the Public Service Board to "fine-tune" the operation in anticipation of challenges in the 21st century. Romanyk Consulting Corp. (RCC) was contracted to perform a high level operational assessment as well as in-depth operational audits of planning, laboratory, engineering, and technical field operations. The focus in our partnership was on areas for improvement and opportunities within operational processes.
Benefits/Outcome
EPWU was provided with an actionable plan for continuing to provide quality water as well as being prepared with critical success factors to avoid potential issues. A sound perspective was gained for operational as well as departmental improvements which identified significant savings in time and costs. RCC developed a road map to guide successful implementation and change management. EPWU has a vision to be regarded as one of the most efficient and effective utilities in the West. Great progress has taken place in the redesign of processes and tasks highlighted in the operational assessment to pursue their company vision.
