William Beaumont Army Medical Center (WBAMC)

Challenge 

William Beaumont Army Medical Center (WBAMC), located at Ft. Bliss Texas, needed to have a Balanced Score Card (BSC) in place to satisfy the Government Performance and Results Act of 1993. This act required government agencies to have a strategic plan as well as a method of measuring the performance of strategic initiatives. Army Surgeon General LTG James B. Peake decided the BSC would be the method for the Army Medical Division's (AMEDD) strategic planning. 

Solution

RCC utilized the detailed Strategic Plan that we had already created for WBAMC in a prior engagement to develop the basis for WBAMC's BSC. This allowed us to develop a solid, effective BSC that took into account AMEDD's Goals and Strategic Themes while minimizing time and cost.

Benefits/Outcome

We received "high praise" from the activite Commander at the time, Colonel Carla G. Hawley-Bowland. Hawley-Bowland is now a Major General and current Commander of the U.S. Army's North Atlantic Regional Medical Command/Walter Reed Army Medical Center, she was pleased that RCC provided her an effective BSC while inducing only minimal delay or disruption to clinical activities.

After the creation of the organizational BSC, we were asked to work with various departments within WBAMC to develop departmental BSCs.
