Responsible for construction estimation for bid process and review, developing quotations which encompass the total cost of various projects, and provide conceptual budgeting and constructability analysis.

He/she performs specific and limited portions of broad assignments under the direction and oversight of an experienced Project Manager.


  • Prepare cost analysis by calculating quantities and costs of construction items for estimating projects using cost estimating software such as Sage Timberline and RS Means.

  • Verify site specific information such as existing conditions, measurements, photo documentation, logistical planning and other project specific details.

  • Perform and confirm multiple measurements and quantity take-offs for project specific needs.

  • Read architectural and engineering plans to develop cost estimates.

  • Provide feedback on status of milestones being met by assigned construction estimators and generate schedules for design and construction that are realistic in duration.

  • Work with the architects and engineers to develop phasing plans that have adequate time for construction and activation for the clients between phases.

  • Interview individual campuses to determine their local construction cost market including numbers of special category US government (i.e. SDVOSB) bidders, available contract vehicles (i.e. MATOC, IDIQ) and materials availability.

  • Work with internal teams to provide information gathering for accurate bid submission.

  • Locate, identify and collect required information for documentation on Excel spreadsheets, and apply barcodes.

  • Prepare facility condition cost estimates based upon surveyor field assessments and on-site visits to these VA Medical Center campuses.

  • Develop and submit reports with documentation of all job activities.

  • Be aware of possible business development opportunities for the firm.

  • Update data bases on a regular basis to provide construction costs for healthcare construction nationwide.

  • Other tasks as assigned.


  • Bachelors and/or Master degree from an accredited university. Degree in Construction Management, Building Science, Architecture, Engineering Quantity Surveying or another industry related major is preferred.

  • 10 years relevant experience in construction/facilities estimating showing increasing responsibilities and independence. Experience estimating on construction contracts for the federal government is highly desired.

  • Proficiency in Microsoft Office Suite (Word, Excel, and Outlook).

  • Strong understanding of construction processes.

  • Certification as a Certified Cost Professional (CCP) is highly desirable or if not, the ability to become certified within one-year of date of hire. Also desirable is AACE, ICEC, PCEA or equivalent,

  • Experience working with cost estimating software is required. Experience using Sage Timberline and RS Means software is a plus.


This position requires an ability to work collaboratively within a remote team environment and take direction from supervisor. The position holder will have to be able to work independently and be self-motivated in completing assigned tasks. They must also have strong multi-tasking skills, very organized, be capable of performing well under pressure, and possess excellent communication skills.
