VISN 17 Facility Condition Assessment

Performed as a Task Order under an IDIQ contract with the OCFM Central Office, Romanyk Consulting Corporation (RCC) conducted a Facility Condition Assessment (FCA) of ten (10) VA Medical Centers located within VISN 17. The assessment consisted of approximately 7,091,810 gross square feet and 261 buildings. The RCC team provided hands-on inspections of the technical and physical aspects (Architectural, MEP, Structural, and Vertical Transportation) and performed tours, interviews, inspections, and research at each location.


FCA’s were conducted at the following 10 sites:

  • Amarillo VA Health Care System (Amarillo, TX)

  • Central Texas Veterans Health Care System (Temple, TX)

  • El Paso VA Health Care System (El Paso, TX)

  • South Texas Veterans Health Care System (San Antonio, TX)

  • VA North Texas Health Care System (Dallas, TX)

  • VA Texas Valley Coastal Bend Health Care System (Harlingen, TX)

  • West Texas VA Health Care System (Big Spring, TX)

  • Doris Miller Department of Veterans Affairs MC (Waco, TX)

  • Kerrville VA Hospital (Kerrville, TX)

  • Sam Rayburn Memorial Veterans Center (Bonham, TX)


After a thorough visual inspection of the technical and physical conditions of VA Medical Center facilities, the RCC team updated the existing FCA database and the VA’s Capital Asset Inventory (CAI). Each asset was given a condition grade and RCC submitted detailed reports outlining any corrective action recommendations and associated costs.


RCC received a Exceptional to Very Good CPAR on this FCA task order from OCFM Central.
