Romanyk Consulting Corporation (RCC) was contracted by the Department of Veteran Affairs to develop a Facility Master Plan for the West Palm Beach VA Medical Center and their off-site clinics within the assigned West Palm Beach VAMC catchment area. A comprehensive market assessment and mapping was required of the effort. RCC provided an overall analysis of the facility’s clinical programs, clinical inventories, overall delivery of care, network opportunities and challenges, RVU to FTE staffing provider conversions, and community care option understanding by means of a Health System Planning Category (HSPC) workload analysis and enrollment assessment. Mapping within the market assessment was also completed with drive time assessments, density mapping, and provider demands of clinical catchment areas.
Recommendations were provided and aligned with the master planning process for capital project considerations. Master planning efforts aligned with overall leadership direction and strategic efforts at the site of care. Master planning also included planning and engineering coordination, leadership meetings, on-site visits, project planning, project sequencing and coordination, cost estimating, project development and station space gap mitigation, and master plan deliverable development for review and station agreement.
Key verified deliverables included a comprehensive master planning document inclusive of as-is and proposed space drawings (site, building, and floor-by-floor), capital project establishment (within VHA’s capital programs of Major Construction, Major Lease, Minor Lease, Minor Construction, and Non-Recurring Maintenance (Infrastructure and Sustainment)), project sequencing documentation, and implementation schedule development.
