Romanyk Consulting Corp. (RCC) was tasked to develop and submit the following deliverables to assist the network facilities to obtain compliance with the VA Office of Facilities Management’s (OCFM) new Mission Critical and Life Safety Physical Security & Resiliency Design Manual (PSRDM).
RCC analyzed each facility’s existing compliance with the current PSRDM. This was accomplished by doing desk analyses, facility structures reviews, and Master Plan reviews of all pertinent buildings for each VISN 7 facility pertaining to Mission Critical and Life Safety standards. RCC’s team conducted a “boots on the ground” physical inspection of each facility structure (including all off-site buildings & structures leased and owned) for visual analyses of the structures’ compliance with the PSRDM’s. RCC provided strategic recommendations for adjusting existing facility Master Plans in order to become compliant with the PSRDM.
The PSRDM team analyzed physical security areas such as perimeter security, existing standoff distances, resiliency issues - fuel/water storage, and redundant utility services. RCC’s cost estimator developed rough order of magnitude cost estimates for implementing strategic compliance recommendations.
The facility assessments and analyses occurred at all VISN 7 facilities subject to the PSRDM’s. Several facilities within VISN 7 are ‘campus style’ and therefore contain inpatient, outpatient, and employee only buildings. The following facilities required the survey/analyses:
