Romanyk Consulting Corporation (RCC) provided all labor, design, and field investigation services necessary to develop concept drawings and other necessary pre-design services including architectural, mechanical, plumbing, electrical and geotechnical engineering services for a new stand-alone 22,000-sq.-ft. primary care building based on the VA’s Patient Aligned Care Team (PACT) model.


Final documentation includes a SEPS based Program for Design (PFD), final floor plan, a dimension plan, a site plan, a roof plan, a parking/staging plan, all exterior elevations of the new building, and proposed plan of slope of drives and parking affected. RCC provided design narratives to adequately describe the scope of work for subsequent Design/Build activities. This effort included architecture, structural, MEP, and civil engineering services as well as a list of specifications to be included in the Design/Build RFP. The pre-design documents also integrate the VA’s Physical Security & Resiliency Design Manual (PSRDM) requirements for mission critical facilities.


The development of the Design/Build documents had to meet the VA’s approved Minor Construction budget. As such, planning and space adjustments based on user interviews were conducted in order to right-size final plans which also adhered to the approved project budget.
