Romanyk Consulting Corp. (RCC) provided Architect-Engineer (AE) services including site investigation, construction drawings (CD), specifications, cost estimates, and construction period services (CPS) to upgrade a VA Domiciliary at the Sam Rayburn Memorial Veterans Center in Bonham, Texas.


Constructed in 1992, the VA Domiciliary is a 98,600-square-foot, two-story, 224-bed facility. It contains two wings of private and semi-private patient bedrooms and accommodations for female veterans. The Domiciliary has a common area housing support functions such as recreational and dietic facilities, medical treatment rooms, and a two-story open mezzanine area. The Domiciliary’s mission is to provide a therapeutic environment for active residential rehabilitation for veteran patients.

RCC was responsible for developing construction drawings and specifications to renovate and upgrade finishes for 61,500 square feet of Domiciliary common areas, hallways, and patient rooms. The remodel includes floors, walls, door jambs, sinks, toilets, shower heads and handrails, mirrors, window treatments (shades/curtains), wall fixtures/wall lights, thermostats, artwork, shelving, corner/wall guards, handrails, windowsills, communication boards, associated interior lighting, ceiling tiles, and vents. The project also corrects mechanical room HVAC Deficiencies. It replaced the return air fan assembly and the return fan drive in A wing. Replaced One (1) fan coil unit with Siemens controls for switch gear room in A wing. Installed a roof hatch in A wing mechanical room to match the existing one in B wing mechanical room, allowing access for removal and installation of fan coil unit and return fan. Lastly, it repaired B and C wings ductwork located in the mechanical rooms; including adding supply duct canvass connections.


SITE SURVEY

RCC’s A/E team conducted a site survey. The team verified existing conditions, reviewed record drawings for accuracy/discrepancies, and analyzed utility systems. As part of the site survey, the A/E team accurately documented and conveyed space dimensions for measured drawings, utilities for affected areas, utilities traversing affected areas, as well as typical construction type, variations, and finishes. This information informed later phasing including Schematic Development.




ADDITIONAL SERVICES

Other services RCC provided during the project included:

  • Alternates: RCC included 10%-15% bid add alternates in the design. The bid alternates are progressive from the base bid to the total project construction budget, excluding contingencies.

  • Phasing Plan: RCC provided a phasing plan to coordinate construction and minimize disruptions to medical center operations. It minimizes outages and outlines temporary conditions planned to maintain critical utility systems.

  • Demolition Plan: RCC provided a demolition plan in the Construction documents for the existing structures and equipment. It outlines how to maintain uninterrupted patient care and staff operations, as well as the process to remove.

  • Infection Control: RCC collaborated with the VA Construction Safety Committee to complete the Infection Control Risk Assessment and show the required environmental barriers and controls on the contract documents necessary for the control of construction dust and debris.

  • Physical Security: RCC’s physical security professional worked with the A/E team to address VA Physical Security Design & Resiliency Manual (PSDRM) guidelines for a Mission Critical building.

  • Cost Estimates: RCC also provided unit cost estimates with increased detail at each design phase that includes labor, materials, profit, and overhead. RCC’s cost estimators considered market conditions, remoteness of the facility, escalation, projects in the community that will be occurring concurrently, restricted bidding (SDVOSB), and any other factors that could affect the construction bid. RCC’s cost estimate is broken down by specification division.
